This tool blurs the entire image uniformly. For blurring only a specific region (like a face for privacy), that level of selective control isn't available yet.
A low radius (2-5) gives a subtle soft-focus look; higher values (15+) produce a heavy, fully obscured blur - it's worth trying a moderate setting first and adjusting from there.
